Reproductive Health in Refugee Situations

An Inter-agency Field Manual

Introduction

The purpose of the Inter-agency Field Manual on Reproductive Health in refugee Situations is to serve as a tool to facilitate decision-making in the planning, implementation, monitoring and evaluation of reproductive health (RH) interventions in refugee and refugee-like situations. It serves to guide field staff in introducing and strengthening RH interventions in refugee situations which are based on the refugees' needs and demands and with full respect for their beliefs and values.

The primary target audience of the Field Manual is field managers of health services. Community workers, protection officers, and others working to meet the needs of refugee women, young people and men should also benefit from the guidance offered in the Field Manual. The components of RH described in the Field Manual are:

  • Fundamental Principles
  • Minimum Initial Service Package (MISP)
  • Safe Motherhood
  • Sexual and Gender Violence
  • Sexually Transmitted Infections, including HIV/AIDS
  • Family Planning
  • Other Reproductive Health Concerns
  • Reproductive Health of Young People

The 1999 revision of the Field Manual is a result of a unique collaboration among 33 UN, NGO, government and academic institutions (including all seven RHR Consortium agency members). It is signed by the heads of WHO, UNFPA, and UNHCR.
